According to www.u-s-history.com, The Works Progress Administration (WPA) was instituted by presidential executive order under the Emergency Relief Appropriation Act of April 1935, to generate public jobs for the unemployed. The WPA was restructured in 1939 when it was reassigned to the Federal Works Agency.
By 1936 over 3.4 million people were employed on various WPA programs. Administered by Harry Hopkins and furnished with an original congressional allocation of $4.8 billion, the WPA made work accessible to the unemployed on an unparalleled scale by disbursing funds for an extensive array of programs. Hopkins argued that although the work relief program was more costly than direct relief payments, it was worth it. He averred, “Give a man a dole, and you save his body and destroy his spirit. Give him a job and you save both body and spirit.”

While responsibility for such unemployable people as children, the elderly, and the handicapped was remanded to the states, the WPA provided literally millions of jobs to employable people, enrolling on average about two million a year during its eight-year stint. Far fewer women were enrolled than men. Just 13.5 percent of WPA employees were women in 1938, its top enrollment year.

The WPA was charged with selecting projects that would make a real and lasting contribution — but would not vie with private firms. As it turned out, the “pump-priming” effect of federal projects actually stimulated private business during the Depression years. The WPA focused on tangible improvements: During its tenure, workers constructed 651,087 miles of roads, streets and highways; and built, repaired or refurbished 124,031 bridges, 125,110 public buildings, 8,192 parks, and 853 landing fields. In addition, workers cleaned slums, revived forests, and extended electrical power to rural locations.

Sun Sentinel Today! Boynton's Art Walk Back in actiton!

After being banned by the city for 44 days, Boynton Beach's acclaimed art walk is coming back.
In June, the city canceled the popular art walk, saying that the event did not have the proper permits to continue. But that was because the city did not have a formal permit for recurring monthly events, such as the art walk.
So, at a meeting this month, Boynton Beach Art District Director Rolando Chang Barrero and City Manager Lori LaVerriere discussed a permitting process that could allow the art walk to return on Aug. 28.
"The meeting was very amicable because a lot of people know about our [artist] community and its responsibility to the city," Chang Barrero said. "I was really, really happy."
If approved by the City Commission, Chang Barrero will have to pay $250 a year to host his monthly art events, plus a $150 fire inspection fee starting in October. Until then, he would pay $100 a month using a special event permit.

New Times Today! Art walks will live to see many another day!

Boynton Beach Arts District Monthly Art Walks Back On!

Monica McGivern

By Alex Rendon

Boynton Beach Arts District's acclaimed monthly art walks will live to see many another day!
We hit up BBAD's outspoken leader Rolando Barrero yesterday and found him to be in great spirits about the outcome of his meeting with the City of Boynton Beach on Friday.
Barrero met with Boynton Beach's city manager as well as the chiefs of the police and fire departments last week and says he couldn't be more pleased with the resolution Boynton Beach's city leaders proposed to him about continuing the successful run of BBAD's art walks.

"Lori LaVerriere (Boynton Beach's city manager) couldn't have been more amicable," he revealed. "The moment I arrived, she held her hand out and said, 'I think we have a solution that you are really goong to like.'" The ban on the art walk will be lifted, and BBAD will simply have to pay $250 for a yearly permit to conduct their monthly art walks. "My mouth was an ear-to-ear grin when they told me the news of the proposal."

Today Palm Beach Post Say's Boynton Beach Art Walk is Back!

Friends Gather for Celebratin Dinner

The city and the art walk’s organizer Rolando Chang Barrero met today after the city said the walk wasn’t going to be allowed anymore.
Here’s a statement from Barrero:
“In a short meeting held today at the City of Boynton Beach City Hall the long awaited “process”, was laid out. The Florida Arts Association, the not-for-profit that organizes the Art Walk, was given a set of clear steps to attain a yearly permit. Although the permit process will go through the Arts Commission and then must be approved, there was no doubt that the new process will be approved.
Cost for the permit will be at a substansial savings to the Art District if it were to apply monthly for the Special Events Permit.
This agreement will also allow the Florida Arts Association to keep the names: Boynton Beach Art District Art Walk, and Boynton Beach Live which are the names which have been branded over the last few years.
Many thanks are due to the City of Boynton Beach, the resident artists of BBAD, the art community of Palm Beach, Broward and Dade Counties, the press, and all of our friends and supporters throughout the country!
Celebrate with us! Let’s BBAD on Thursday!!

Boynton officials, organizer to discuss

future of Art Walk

BOYNTON BEACH —
Rolando Chang Barrero and a group of fellow artists and friends spent Wednesday evening in meditation for a cause.
After four years of hosting the Boynton Beach Art Walk the third Thursday of every month, organizer Chang Barrero received a letter from the city saying the monthly events were never allowed.
City manager Lori LaVerriere said while the monthly event ran for four years without permits, when Chang Barrero talked to the city about expanding the event, it became a safety concern, hence the letter.
The City of Boynton Beach only has an application process for special events permits that are temporary, but it does not have a process to apply for monthly event permits, leaving the Art Walk with no way to operate under city regulations.
Chang Barrero is scheduled to meet with Boynton Beach city officials Friday to figure out how best to proceed.
“We want to keep them going,” said LaVerriere. The city will try to come up with a set of rules that are specific to this area, she said.
“They’re stopping an activity that brought people into the community,” said Diane Arrieta, an artist from Tequesta who has displayed her work in the Boynton Beach Art District. “I don’t typically hang out in Boynton Beach.”
The Art District, which starts at 404 W. Industrial Ave., offers few parking spaces and is surrounded by residential area.
The event used to bring out an average of 200 people to the Art District, said Chang Barrero. Resident artists agreed to keep their studios open from 6 to 10 p.m. so more people would have the chance to view them during the monthly event.
The Art Walk has grown to a size that the city wasn’t prepared for, said James Brake, a member of the city’s planning and development board. “I do think this is a resolvable issue — not necessarily a simple issue.”

Organizers of Wednesday’s meditation session are hoping for positive results at the Friday meeting.
“Boynton Beach is in a transformative state of growth,” said Chang Barrero. “We need to work together to break these new events and include them in the permitting process — what’s upsetting me is they called for a cease and desist until such time.”
